Who We Are

The Watertown Chapter of Certified Football Officials is a professional organization dedicated to providing fair, consistent, and expert officiating for football games within our region. We proudly serve Section 3 of New York State and are committed to upholding the highest standards of the game.

Our chapter is a vital part of the history and integrity of football in New York, as we operate under the umbrella of NYSACFO: The New York State Association of Certified Football Officials, Inc.


Our Roots in NYSACFO

Our mission is directly linked to NYSACFO, Inc., a prestigious organization established in Syracuse in 1925. From the three original chapters (Syracuse, Capital District, and Buffalo), NYSACFO has grown to include nineteen chapters across the entire state.

This rich history demonstrates a nearly century-long commitment to standardized, quality football officiating in New York. We draw on this tradition to ensure professionalism in every game we officiate.

The Evolution of Football Rules

When NYSACFO was founded, a single set of rules governed both High School and Collegiate games in the state. A significant shift occurred in 1933–34 when the New York Public High School Athletic Association (NYSPHSAA) officially adopted the National Federation Rules for all High School games.

This change cemented the need for highly trained, specialized officials who could consistently interpret and enforce the standard rules, leading to the establishment of the commitment that governs our work today.


Our Commitment: The Five Point Program

As Certified Football Officials, every member of the Watertown Chapter is bound by the Five Point Program, a rigorous standard agreed upon by Football Officials and the NYSPHSAA.

This program ensures our officials are always qualified, knowledgeable, and performing at the highest level:

  • 1. Chapter and State Compliance: We strictly observe the rules and regulations set by our Local Chapter and the NYS Association of Certified Football Officials, Inc.
  • 2. Educational Mandate: Each official attends a minimum of six (6) interpretation meetings of the Local Chapter annually, or any additional meetings determined necessary to stay current.
  • 3. Rules Mastery: We successfully pass the mandatory Annual National Federation Part II Rules Examination.
  • 4. Official Listing: Our status is verified and maintained by being officially listed with the NYSPHSAA Executive Secretary.
  • 5. Field Excellence: We continually provide evidence of efficient performance on the field, guaranteeing a professional experience for coaches, players, and fans.
